James Ralph Donnelly, 76, of Asheville, died Wednesday, February 13, 2019, at his residence.
Born in Framingham, MA, he was City Planning Director for Johnson City, TN and served in the National Guard.
Survivors include his wife, Donna Sluder Donnelly; son, Karl Carter of Pensacola, FL; daughter, Linda Carter Blackmon of Asheville; grandchildren, Kailey and Alexa Carter, Julia and Jeremy Lamb; and sister, Patricia Lowe of Kettering, OH.
Funeral services will be held Thursday at 2:00 p.m. in the Tunnel Road chapel of Groce Funeral Home with Rev. Gerald Davis officiating. Burial will follow at Lewis Memorial Park. The family will receive friends one hour prior to the service.
In lieu of flowers, memorials may be made to North and South Carolina Diabetes Association, 1300 Baxter St., Suite 150, Charlotte, NC, 28204.

So sorry to hear of Jimmie’s passing. We grew up as neighbors In Saxonville, Mass. my condolences to Patty (my close childhood friend) when growing up and his family.
So sorry to hear of Jim’s passing. He was a very likable man and a pleasure to work with and for. I’m sure he will be missed. Prayers for your family, from ours.

I have had the pleasure of knowing Jim over the course of 34 years as a colleague and friend. Jim had a great sense of humor and a personality that ‘ fit ‘ nicely here in Johnson City. He will be missed

Wow!!!!! Jim is a hard act to follow!!! He has been my Dad for 50 years!! He definitely got the last word. My heart is broken. Jim would have said, ‘Why don’t you go cry, That is what you always do!’ Well, I definitely have. I have cried and everything else. ……….more later..planning a funeral
